Notes
- The Invitation for European Juniors 1997 in Pultusk, Poland. The Juniors are one day shorter than scheduled, as requested by the Polish Organiser.
- The amendments and proposals for the EPF Congress. A number of proposals are connected with powerlifting equipment. Reasons for reducing the amount of supportive gear allowable include the cost to the athletes, the non biomechanical movement resulting out of it, and the goal of achieving IOC recognition. A further factor is the problem seen last year, with equipment dealers and manufacturers attempting to influence the politics of both the EPF and the IPF. However, it must be recognised that if commercial organisations are unable to make money from powerlifting, there will be no sponsors. Consequently, a compromise must be found to reduce commercial influence whilst still retaining the sponsors.
Proposals for the 1997 EPF Congress
- Bylaws. At the 1997 EPF Congress, I intend to propose the following: "The organiser of a championship must reserve hotel rooms for the total number of participants nominated. However, if a team arrives with less people, they can be charged for the total number nominated only for the first night. After that they are only responsible for the actual number of persons in the team for all other nights. This is universally acknowledged common law. The organiser is responsible for initially reserving all accommodation required. Failure to comply may result in the organiser being fined by decision of the Executive."
- Bylaws. No executive officer of EPF/IPF (President, Secretary, Vice President, Treasurer, Finance Chairman and Chairman of the Technical Committee.) is allowed to be a dealer for Powerlifting equipment, as long as they hold office. This prevents possible conflicts of interest within the federations.
- EU-Cup rules. The winner of EU-Cup teams shall be decided only by place points, as in other major European Championships.
- Doping. Sweden claims money back for expenses they and a lifter incurred when a B-Test proved negative.
- Equipment. The EPF should bring a proposal to IPF Congress 1997 with the content that the benchpress-shirt will be banned after the 31st of December 1997.
- Equipment. The EPF Congress may decide to ban all items of supportive clothing as fast as possible, or minimum a part of it like the bench shirts and special suits. Reason: If there is to many time they will again lobby for holding it, and again setting the amateur officials under big pressure.
- Equipment. That the EPF Congress recognise the current thinking within the sport and discuss the possibility of banning any items of supporting equipment used in powerlifting competition. It is suggested that as from 1st of January 2001, after the next IPF Congress, supportive equipment worn by lifters will be restricted to an athletic leotard, a belt and wraps for knees and wrists. A standard T-shirt would also be required for women and optional for men. If the Congress agree to such, then a similar proposal be forwarded to the IPF for discussion at the 1997 IPF Congress. Reason: Only by adopting such a proposal can powerlifting ever be considered for inclusion in the Olympic Games. If an announcement were to be made at the November IPF Congress giving three years notice of the above intention becoming a new rule at the next Rules Congress, then manufactures would have ample time in which to phase out production of the banned articles of clothing. Naturally, records would start afresh from 1st of January 2001.

Sanctioned from European Powerlifting Federation the Polish Powerlifting Federation invites the EPF member nations for the 13th Men's and 3rd Women's Junior European Championships.

Date: 11th to 14th of June 1997
Venue: Sporthall of school n4. Zwirki i Wipuri Street Pultu
Hotels: Kasztel Hotel, Zanick Hotel, Stanica Hotel, Dom Kresowy Hotel
Hotel Rates: per person/night : Single Room 80DM, double room 70/60/50DM breakfast included. The Organiser will not be responsible for any hotel bills of the participating Nations, each Team Manager will be responsible.
Technical Meeting: Wednesday 11th of June 1996 at 20.00 hours in Zamek Hotel
Arrivals: by flight at Warsaw airport, transfer to hotel, if you send your arrival times
Train: at Warsaw West railway station, with bus from central bus terminal near station to Pultusk

Flags, anthems and photos: Each nation must bring its flag and anthem. For each lifter and official send one photo - identification is necessary for security reasons.
Closing Banquet: Sunday 16th of June open air at 20.00 hours, 20,-- DM each lifters and official.

Doping Control Fee: 45DM for each entered lifter, payable at the technical meeting (must be paid in DM).

Other Business
- The European Masters Invitation will follow in the April Edition. The location has been changed to Palanga, a holiday resort on the Baltic see.
- Membership Fee for 1997. Most nations in have paid their subscription, but 12 are overdue. The fee together with the fine for delayed payment is now 380DM. The overdue nations will receive a letter of Reminder. One nation did forget to pay the bank transfer fee, so instead of 365DM (1 month late ), only 328DM was credited to the EPF account.
- A number of European nations will receive an invitation from Hungary for a sanctioned competition - the Balaton Cup at Balatonlake in Hungary.
- Another sanctioned Competition is to be held in the new eastern countries of Germany. They want to invite the following EPF nations to the Midnight Benchpress Cup of Gosdorf in the state of Mecklenburg-Vorpommern in Germany. The invited nations are Russia, Poland, Denmark, Sweden, Austria and Belgium. The Organiser will pay Hotel bills with full board for the invited nations.
- The new record registrar of the EPF is working hard to update the European Records, but is being hindered by a lack of support from the IPF side. Once the new records become available they will be placed on the EPF website.
- Do not forget that in the European Men's Championships in Birmingham marks the 20th anniversary of the EPF. The opening ceremony of the Championships will be longer than normal as there will be a celebration of 20 Years of European Powerlifting, including a presentation to each nation.
